OK.its Broken i have never had the loading circle but i have it now and can not get it to go away .
You don't turn Windows fast startup on or off in BIOS. It is not a function of BIOS, it is a function of Windows hibernation.OK.
Is it still turned on in the BIOS settings?
You get the spinning circle and the computer wont boot or you get the spinning circle ever time you boot?its Broken i have never had the loading circle but i have it now and can not get it to go away .
@bobkn , Fast Boot is a BIOS Setting and Fast Start is an OS setting.You don't turn Windows fast startup on or off in BIOS. It is not a function of BIOS, it is a function of Windows hibernation.
If you have any external drives connect to the USB ports, try unplugging them before starting the computer. I'm thinking it might be a driver problem.i get the spinning circle every time i boot up and yes i have hibernation on .
That would be Fast Startup. Fast Boot is a BIOS setting.On my computers, if I have Fast Boot turned ON, it takes noticeably longer to shut down as it is writing memory to disk. as it shuts down Of course bootup is noticeably faster.
If I have Fast Boot turned OFF, shutdown is noticeably faster and bootup is slower.
With the speed of my computers, I prefer to have Fast Boot turned OFF. That's because I want a fresh boot and not reload the previous boot memory that was written to disk during Fast Boot.
In Windows 11 you can permanently turn Fast Boot ON/OFF in Settings.
The Windows default is to have Fast Boot turned ON. You can quickly compare the two by holding the SHIFT Key down when you turn your computer OFF. That bypasses Fast Boot. And then compare shutdown/bootup when NOT holding SHIFT Key down when turning system OFF.

Fast Boot in the BIOS is a setting that allows it to skip certain stages of POST. Fast Startup is a form of hibernation that dumps the contents of the RAM onto the HDD/SSD and copies it back to the RAM on the next boot to speed up the initialization of Windows.

I turned off Fast Start years ago. I always had problems with it turned on. Now that none of my computers boot from an HDD, I have no need for it. On another note, I found that my new laptop has Modern Standby, and I hate it. One night I left the laptop plugged in and just closed the lid instead of turning it off. The next day the laptop was so hot it wouldn't startup until it cooled off. I don't know if it was caused because I left some programs running or something happened when we had a power loss that night. I now turn it off when I'm done.Oops. Sorry.
I have fast boot off. Fast Start is on, by default.
