Still assembled, still runs. Haven't turned it on for 15 years?
Uhm that icon should be on your dvd drive i think, as when you insert a cd/dvd it loads it icon from there. As every cd/dvd can have its own icon.

Connect the removable drive you want to set a custom icon and open the drive in file explorer.
1. copy the icon file of your choice to the flash drive
2. Create autorun.inf file on your removable drive using these steps:
A. Using File Explorer, open the removable drive.

B. At the root of the drive, right-click, select New, and click Text Document.
copy and paste the following into that file:

[Autorun]
Icon=<the name of your chosen icon file that you copied in step 1>
Label=<your chosen drive name>

Save as. Name the file autorun.inf (Be sure and select dropdown to the right of "save as type" to show "all files")

Right-click both autorun.inf file and your .ico files and click Properties.
Under Attributes, check the Hidden option to make these files invisible inside the drive, so you don't delete them by mistake.

NOTE-If you want to assign a static drive letter, use diskmanagement. Right click on drive. Select change drive letter and paths. Select your preferred drive letter.

Seagate does this when you buy one of their external HDD's. Every root folder has an Autorun.inf and .VolumeIcon.ico file.

ive checked multiple dlls in system32 and cant find that specific icon
I just pull out the USB stick, then watch the screen when I put it back in. When it pops up it gives you its Drive letter.

*My mistake. i misinterpreted what he was saying. thought he wanted to change the folder icon, and conflated the two. reread it and you're right. i believe he wants to *replace* the downloads icon. thanks.

now i see why i couldnt find that icon as well. i thought it was a folder with the down arrow on it, but its two seperate icons. i did a reg search for "imageres.dll,175" and "imageres.dll.mun" and couldnt find any results or key corrolating to the Downloads folder. the Downloads icon on my machine is only in the SystemResource\imageres.dll.mun as well.

i thought it was a folder with the down arrow on it, but its two seperate icons.
No, it isn't.

It is simply different versions of the same icon for different sizes. They all are stored together. The smaller icon is just an arrow. The larger version is a folder with an arrow.

The list in "Change Icon" dialog uses the smaller version, which is why you just see an arrow. But if you select that icon and use a larger version of it, you will get the folder as well.

Starting from 40x40 size the folder appears:
