I fixed this by running a Repair Install using a Build(26100.2161) .ISO created from UUPDump. :shawn:

Mine says 2 reclaimable and cleanup recommended even though it was just cleaned.

This minor component store glitch is no big deal so long as the store does not inexorably grow in size.

I checked on an MS info site, and all the sizes reported by my pc were pretty close to that in the MS example. Ok, maybe adding 2+2 and making 5, but I took that as a good sign of no real issues.

So I did the same thing but first I restored my 24H2 1742 image then used the 2161 iso from UUPDump.
No more 6824 error but the other glitch remains.
Before updating I checked size of component store and it was about 8GB on 1742.
On 2161 it is 9GB.

Booting offline completed successfully for me too, but running the commands when I'm back online still gives me issues.

I did that offline and I still had error 6824 online in Windows until I did repair install with the 2161 iso.
Doing a repair install with the 2161 iso took me about 10 minutes and did solve the 6824 issue for me.
I also noticed the component cleanup task in task scheduler was failing with the same 6824 error until I did the repair install but now it completes successfully.
Task Scheduler Library > Microsoft > Windows > Servicing > StartComponentCleanup

@Stigg and @KevTech - Interesting as this was a solution that @Bree found originally. Repair Installs are fine but in my case, I will need to readd the following whenever I do a repair install which takes about an hour or longer on my Dell XPS 15 9570 notebook:
