Solved Fixing Win11 without reformat/reinstall?

Try startup settings menu options:

enable safe mode
disable driver signature enforcement
disable early launch anti-malware protection
disable automatic restart after failure

Then:

First time I ran it as:
dism /image:C:/ /cleanup-image /revertpendingactions /scratchdir:C:\scratch
instead of
dism /image:C:\ /cleanup-image /revertpendingactions /scratchdir:C:\scratch
but apparently that didn't matter:
