I downloaded the 23H2 ISO when it was first made generally available last November. I have it on my Onedrive account, so as people have been asking for one, I've made it available. I think it's level 2743 so you'll need to run WU to get it up to date. Bear in mind that if you use Rufus it does warn about a UEFI Bootloader, but it can be ignored. It does install OK as I have run it today. Download size is 5.5 GB and I believe it's the multi-language version containing both Home and Pro.

I do get that same bootloader warning with Rufus with an image downloaded from UUP dump. I just started a thread about it (“Rufus complaining about security of UUP dump bootloader”). Why would I not take that seriously? Is there no chance that the UUP dump website has been compromised? It is a volunteer effort, which, I am sure, lacks elevated cybersecurity protections.

With Rufus 4.6 you get a warning even if you download the Windows 11 23H2 ISO file from Microsoft server (instructions above).

"Rufus detected that the ISO you have selected contains a UEFI bootloader that has been revoked and that will produce a "Security Violation" screen, when Secure Boot is enabled on a fully up to date UEFI system."

I just created a Rufus installation media usb using 23H2 22631.2861.iso and didn’t have issue at all.
