Looks like a problem with the folder. I cannot "cd" into it from within the PS window, as follows:
PS C:\Users\...> cd C:\Windows
PS C:\Windows> cd .\System32
PS C:\Windows\System32> cd .\SecureBootUpdates
cd : Cannot find path 'C:\Windows\System32\SecureBootUpdates' because it does not exist.
