Under Accessibility -> Keyboard there is an option to always underline access keys even when not holding Alt. Disabling that option should get rid of the rectangular highlight too

I don't see it on Task Manager, but I get it (every day just after startup) in my Home (Quick Access) list. I'd like to abolish it, too, but it's no big deal.

@fruh : The right-click Start button menu (aka the Power Menu) IS a taskbar context menu.
@kelper : Nope. No changed theme; no tweaking programs.

Sorry for the late reply. Yes, I do have some tweaking programs, but it's all good now.
Manage to get rid of it by
just changing to another theme . I think this app (Auto Dark Mode) is the culprit.
Anyways, thank you guys for all your input.
