He must open This PC, click on the Windows drive and from Tools select Cleanup. Then click on the button to also cleanup system data. Wait for the list to appear. Somewhere in the list is Windows Update cache. Check this box and proceed to delete any remaining updates. I would check all the boxes to free disk space. After the old updates are deleted, Windows Update should not find it on next check. If it does and insists to install it, maybe he doesn't have 23H2 and is still in 22H2.
