The thing I like about the Speedtest Desktop app is that it takes browser caching and browser extensions out of the equation.

It is the application's performance that matters. If that screenshot is from a web browser, try a different browser Otherwise, a third-party antivirus might be causing the issue. I see "clouvider" in the screenshot, if that is the server being used, rather than your ISP's server, try changing it.



Edit: I think that's a screenshot from the Speedtest app on your computer, while the other screenshot above is from a different platform showing the correct speed. So, the problem lies with your computer, not the ISP.

The first step is to reset the network adapters.

Before doing so, uninstall the Ethernet, Wi-Fi, and Bluetooth drivers via the Control Panel. After that, reinstall the latest Ethernet, Wi-Fi, and Bluetooth drivers (but run one or two speed tests using the "default Windows drivers" right before reinstalling the new ones).

No need to uninstall when performing a reset as that would defeat the purpose of a reset.

Yeah, it's the idea of resetting the network with the drivers that bothers me, but for no apparent reason.:-)
