Solved HELP! New Win11 Accounts with Administrator rights not able to modify C drive

BTW, This box has 2 removable slots for 2.5" drives so I could swap over drives with different OSs easily. But is still a pain to reinstall everything

When you do, and before you start screwing with user accounts and admin accounts, backup Windows with the fresh app installs.

Seriously though, there's something we're missing here that we haven't clicked to, something you've changed, done. What you're describing makes no sense and isn't normal. I'm guessing caused by user, not Windows.

Sure you haven't got ransomware/malware or a virus? What did you scan with?

I did an offline scan using the Win11 built-in anti-virus tool as it should be good enough.

Not necessarily. If a Dr told me I had cancer, i’d go to a second Dr. Or if I said something was wrong and the Dr said there wasn’t, i”’d go to another one.
Meaning two opinions

HitmanPro Is a good idea, or Malwarebytes as a backup scan.

You have been extremely vague with everything you want to do and what's happening. Start at the beginning.

Explain exactly in steps what you are trying to do, like step 1 I click or or do this.

Add screenshots etc.

Without more info we cannot assist.

Mr Nguyen likes to tinker me thinks.
At a guess, this user has run some kind of a script for whatever reason and it's backfired. Or they’ve installed something they shouldn’t have and it's taken over.

Ahh, thanks. Ramesh is a rarity who is not a member here, but posts excellent answers on the Microsoft site. So, all is not a complete waste there, and that's good because we probably wouldn't want all of those users flocking here.

Well well well. Re-installing my apps from a clean backed-up image the box and revealed the culprit. The tell-tale sign was there was no UAC prompt when I tried to copy a file into the OS partition.

Any piece of software (either legit or not) could be a virus to Windows 11. An earlier version of TeraCopy crashed Win11 Explorer with secondary account users and it was working OK with older version of Windows. Ha ha ha.
