Solved HELP! New Win11 Accounts with Administrator rights not able to modify C drive

either legit or not

Well well well, IF you’re using illegitimate software (frowned upon here) it would be a good reason that things don’t work properly.
Let alone the fact that the reverse engineering processes that are used to create fixes for these softwares, could very well be opening back doors for intruders.

I skimmed through this discussion, so I may have missed something, but did you already try a repair install using the procedure at the link below?

I did use a clean Reset feature to fix an issue on this box, BUT Windows 11 was not fully functioning. The Windows Defender was not even working so I had to do a clean installation from scratch. Windows itself is a virus :)

No, you just don't know how to use Windows operating system, so you cry about it by calling it virus.

Windows, Macintosh, and Linux plus Android are Operating Systems, mischief-makers create viruses and malware just to cause trouble for the Operating Systems. Also, it's important to know what an Operating System can do and what other features and applications can be used to accomplish tasks and to recognize when issues happen and recall what was being done at the time they happened.

Could not even copy a txt file to root of C:\
Totally normal. On my windows 11 pro box, with my account which is a memeber of admintratirs I right click on C, and try to hit New and the ONLY option that I get is to create a folder. No ability to create a .txt file.

If I create a file on my desktop called test.txt. And then try to copy it from C:\users\profle\Destop to C:\, I get a popup for Destination Folder Access Denied, and a statement of "You'll need to provide administrator permissions to copy to this folder". And it gives me the option to Continue, (with the UAC badge), Skip or Cancel. If I choose continue, it will allow it.

This is the way it's been for a while. It's there to protect your system from malicious stuff. Rather than get mad about it and try changing permissions to work around it, you might instead just try to live with it. It's hardly ever caused me any issue. If I absolutely need to create a .txt file on C:\, I'll simply open notepad (as Admin) and then save to C:\.

Well there are people with a lot of experience here. I'm a System Engineer for a living. Been doing this professionally for almost 30 years. Multiple certifications in Windows and Linux. Been using Windows since Windows 2. And I'm even having trouble understanding from the explanations thus far what you are seeing.

I restored the C drive from a clean backed image off C drive from a while back and it worked OK. So something went wrong within the last month or so.
As others have said, based on this, it was working okay....but something you have changed, or something you have installed has broken something. The hard part is figuring out exactly what that is.
It's a pain having to install all the other apps and bring the PC up to date again. There is no guarantee the same issue won't turn up somewhere along the way :(
True, but unless you go through that effort you probably aren't going to determine what the root cause is. And for those of us who haven't seen it before, we really cannot provide much assistance with what it could be as we all use our computers very differently.
Well well well. Re-installing my apps from a clean backed-up image the box and revealed the culprit. The tell-tale sign was there was no UAC prompt when I tried to copy a file into the OS partition.

Any piece of software (either legit or not) could be a virus to Windows 11. An earlier version of TeraCopy crashed Win11 Explorer with secondary account users and it was working OK with older version of Windows. Ha ha ha.
I'm confused by this response, you said that you restored an image and then discovered the culprit? What was the issue then? The culprit would indicate you found root cause, but i think you are saying that restoring it made you realize that a symptom is the lack of a UAC prompt. So, no culprit's have actually been found, just more symptoms of the problem. Am i understanding that right?

Perhaps as a suggestion you could install Windows as a virtual machine and then set it up like you would normally use it and see if you can pinpoint where it goes haywire. This way, your original OS would be up and operational, while you try to ascertain what settings, changes or application is causing an issue.

Or better yet, see if you can setup another Windows install as a .vhdx file on your drive and then restore your backup image onto that instead and then work through your normal process until it goes sideways. With this method, you could play as long as you wanted in that 2nd boot and then reboot into OS 1 when you need to get back on with your regular stuff. This one is probably a little more challenging to pull off, but it's the best bet for reproducing the problem.

That's all I got, have to get to bed. Another long day of IT crap ahead of me in the morning.

lol What is one to make of some of your vague comments and the unanswered questions asked of you? Like you’re hiding something? Saying things like “legitimate or not” doesn’t help your cause either. For someone so experienced, you don’t, in reference, seem to be. People are doing their best with what they can work with. You’ve made zero sense for the most part.

You don’t need to be worrying about my “cocky” responses, you’ve made my ignore list and probably other members lists also, with your attitude.

But I sincerely wish you luck. (y) 🙏

    …still on a horse.
Another cocky commenter. Have you read ALL of this thread? Do you know how many BUGs Windows 11 still have?
No i don't need to read nothing as i was commenting on your post not the thread we all use Windows 11 you were making remark about we all using virus as i said for you, it's because you don't know how to use it.

So you do know that MS was a virus that spread and killed off the better OS2 (at the time) and Linux and spread ALL over the world to have become the dominant virus. Is it not? Bill Gates ripped off CPM OS in that fateful meeting in IBM. So now you know how long I have been using Windows? MCSE, CCNE etc are qualifications I did not want to get.

lol What is one to make of some of your vague comments and the unanswered questions asked of you? Like you’re hiding something? Saying things like “legitimate or not” doesn’t help your cause either. For someone so experienced, you don’t, in reference, seem to be. People are doing their best with what they can work with. You’ve made zero sense for the most part.

You don’t need to be worrying about my “cocky” responses, you’ve made my ignore list and probably other members lists also, with your attitude.

But I sincerely wish you luck. (y) 🙏
My comment was referring to the fact that any piece of software can cause havoc to your system like virus do. And Windows 11 is NO difference to itself.

If I absolutely need to create a .txt file on C:\, I'll simply open notepad (as Admin) and then save to C:\.
"New Win11 Accounts with Administrator rights not able to modify C drive" means that I could NOT even do that.

I don't think you know the definition of virus, so i won't argue with you.

Microsoft has not killed off Linux. Quite the opposite. Datacenters are chuck full of boxes running Linux. Many businesses who used to run almost exclusively on Windows, have moved these workloads to cloud infrastructure and containerization on Linux platforms. Heck even Microsoft themselves are running true Linux kernels on Windows in WSL.

Not really sure what the old CCNE (cisco certified network engineer) certification has to do with Windows. I never had that one, but i did have the CCNA and was working on my CCNP for awhile. Decided to not stay in networking and went back to Systems Engineering.
