How can I create two accounts other than management?
But these two accounts have been made special
in Windows 11 and 10

My point is that the second number of computers can't use all the programs

You can add a "Standard User" and they will be restricted in which folders they can access without entering administrator passwords. In order to restrict them from using programs, you will have to reinstall said programs "for yourself only" as opposed to "for everyone using this PC".
