I want to deactivate windows 11 pro on one machine and move the license to another one. The pc already had a windows home oem and I used an upgrade key to make it pro version. I have used this command: slmgr.vbs /upk to remove windows key, but windows remain activated and says that my digital license is linked to my MS account.
Could someone please tell me how to deactivate windows on that PC so i can use my license on the new one?

There is no explicit deactivation. You are supposed to remove Windows from the old PC, but Microsoft's activation servers won't know about that.

The normal approach is to connect the new PC to the Internet. If it doesn't activate automatically, try the Activation Troubleshooter, with the New Hardware feature.

Reactivating after a hardware change

I wonder whether the home to pro upgrade carried over the OEM-ness of the original license? OEM licenses are not supposed to be transferrable. I think that you're OK.

Thank you very much. I will try and report back. What I realized is when I do a clean install on the older laptop (The one with PRO update license) it dose never get activated as PRO but as home. I THEN have to enter the upgrade key each time and it will update to PRO. So to be sure I will restore an original backup image of the old laptop with HOME version and then will do the update on the new one.

To get it to install Windows Pro edition, simply create a text file named ei.cfg and put it in the \sources folder of your install media. The file needs to contain the following two lines of text:

Retail

Now, when you install Windows, rather than trying to automatically install the Home edition, Windows will present you with the list of available Windows editions and you can select the edition to install.

If you have an MS account you can log in to it and delete device from it.

Linking your digital licence to your MS account is an optional extra that helps when using the Activation Troubleshooter. It will be linked if you sign in with your MS account.

Removing a device does no deactivate it. The sole determination for activation is whether or not the PC's hardware ID is recorded on Microsoft's activation servers as having a digital licence. There is no way to remove that, once a PC has a digital licence on the activation servers it's permanently licensed. Only a significant hardware change, like a new motherboard, could deactivate Windows - then the Activation Troubleshooter can be used to transfer the digital licence to the new hardware.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

It doesn't deactivate license but removes it for the list they are used on so MS or anybody else would think I'm using it illegally. The day I found out about it I had more then 15 I'm not using any more and few they were doubles or triples for same device but windows reinstalled few times. It was a mess since W7.

Ok so I removed the old machine from my MS account and then installed a new windows home on it.
Then I restored a windows backup image from the old machine (exactly identical laptop) to the new one.
Unfortunately it is not getting activated :(

This is the message I am getting:

I hope I will be able to activate this backup or else I will have to restart with a new install :( hours of config and customization lost!
And still not sure if at the end it will accept my PRO update key!

PS as you can see in the MS message, it recognizes the OEM windows home key. But it dose not want to apply it to the PRO install, so I can then apply the upgrade key!

Do you think it's possible to install a windows home, then apply upgrade key and THEN restore old backup image from the older identical laptop?

That should work - you need to establish a Pro digital licence on new PC. Then restoring a Pro image will activate.

If I follow what you did, removing the old laptop before trying to activate the new one may have been a mistake.

What I would have done is restore the image from the old laptop. If it didn't activate, then I'd run the activation troubleshooter.

I hope that the scheme you suggest (seconded by "cereberus") works with minimal effort.

Well I was not able to activate windows on the restored image in any way and not even find a way to downgrade it to windows home.
So I created an ISO and cleaned installed windows on the new PC. upon the first boot in windows it was activated but as HOME with the
OEM key. I then applied my upgrade to PRO key and Windows gave me an error saying that my license can't be applied at this time and
that I should try later. But after some windows updates I had to reboot the PC and when I got back to windows it showing as Windows PRO
and it's activated :)

So problem fixed for license transfer. I just hope that I will now be able to use my backup image ! I will try to restore it and report back.

Yes! I think I probably misunderstood! I am glad finally the license was accepted! I just hope my office will also activate on the new laptop.

YES!!!! I applied the backup image and this time Windows was activated as PRO :)
Office 2021 PRO was not activated, but i chose to activated by phone and that was
also done and activated with no problem!

Thank you all for your help and precious support! I am back to my normal life and have
many hours of installation and configuration and customization saved! The defective
laptop will leave tomorrow. Long live to the new one!
