I’d still like to know how or what caused it:

It may or may not be related to AVG?
It could have been simple renaming that fixed it?

Windows says NO?

Brief of what I searched

Renaming the Opera GX installer and seeing the Windows Security block message disappear likely points to a Group Policy or security tool (such as Microsoft Defender or a third-party endpoint protection system) that is configured to block applications by specific filename, hash, or path.

I wonder why the Opera GX install would have been marked as kill on site?

That is an old version of the Opera GX setup file (version 91.0.4516.106).

I uploaded the latest Opera GX setup file version 119.0.5497.78 to Virustotal Analysis and it was clean. I also scanned with Bitdefender Total Security, also no issues.

Yours was fine, which brings it back to their PC.
I can’t find any people complaining about Opera GX and Windows swallowing it.

AVG was uninstalled (I believe) before the renaming of the files.
Has to be something they haven’t found in their group polices thern?

Or if the user's computer is connected to a work network say with something like Microsoft 365 Enterprise then the IT Admin could've implemented settings stopping installing certain apps (as you mentioned earlier).

He didn't appear to have any of the usual policies set that would indicated IT Administration of the system.

If it was me, @Psycero, I'd be strongly thinking of saving my data to another drive and just then wiping out the current one followed by a re-install. I would not feel secure using that system for anything private/secure.
