The color of font on desktop depends on the theme you are using. You can create you own font color settings by using a high contrast theme. Or download a good ready built contrast theme from the store. IMO It is easier than messing with it.

FYI. Rather than creating new themes, if you have a theme you like on another machine, even in another version of windows, you can copy it, and use it where-ever you want. I created 2 themes in windows 7. I use one of them in 10 and another in 11.
User-created themes are stored in the “C:\Users\ yourusername\AppData\Local\Microsoft\Windows\Themes” folder
