How is MS pushing the new Outlook app in this state?

Mine has got worse recently. It hangs before it shows new emails. They flash up, disappear for a good few seconds, and then eventually appear again - meaning you accidentally click on the wrong thing. Because you go to click on the new email as it disappears and end up clicking on something else.
