I notice that application window size changes when I drag it to move it around. I usually want my application window to go from the top of the screen to the top of task bar. However, when I drag it to one side, its screen size reduces, which is quite annoying. How do I turn off such "feature" so that the window size stays the same while I drag it to one side of the screen?

Let me clarify my issue. I can stretch the window okay as Edwin shows above. My problem is when I drag it to the left or right, the window size shrinks. CORRECTION: I turned off multi-tasking and it seemed to help. But I want to be able to snap windows.

Enable Multitasking, but uncheck all the options, then try them one by one.

Are you setting the top in place, then stretching the bottom into place?

It’s the grid garbage. If you turn off the snapping you can still snap with Win+Arrow keys

Good idea. I found it works well with the following setting:

if you want to move a window (maximized or custom sized) to another screen without modifying the size at all just use Win+Shift+Arrow(s)

I turned off multi-tasking and it seemed to help. But I want to be able to snap windows
I believe Snap and Snap Assist depend on multi-tasking being on. IMO Snap Assist layouts are one of the best features MS has given us.
I use Snap Assist a lot. Windows resizing irked me a lot too until I learned how to control it.
Here's what I did and it workd..
I never set an app to run fill screen. Instead, I size the app Window the way I want by dragging its edges to where it a few pixels shy of full screen. I also allow space at the bottom of the window so when my taskbar unhides it doesn't go behind the window. Once I close that window, Windows remembers the way I sized it and will open it that way the next time.

Where the kicker comes in is, sometimes if you have multiple windows that you have previously resized to your liking set up in a Snap Assist layout and you close those windows without first doubleclicking on the title bar to maximize them out to whatever size you had previously chosen, the next time that window is opened, it will be the size of whatever snap pane you last viewed it. The key is to doubleclick on the titlebar first, then close.
