How to change background color of Control Panel

Windows 11 24H2 installed and looking for a way to change background color of Control Panel.

Have set Windows 11 theme to Dark but the Control Panel (along with all Admin Tools) background still remains white.

Anyone know how to change via system settings, registry or 3rd party app?
