If you have a MiniTool or AOMEI Partition use it instead or Windows disk manager.

Even with Rufus, I can't start setup.exe from the USB drive. It does nothing. Sometimes it displays the Windows splashscreen but nothing more. I don't want to do a clean install. My laptop is running Windows 11 23H2 with an Intel i5 7500 CPU which has TPM and SSE4.2.
