How to get rid of this.
Open regedit and navigate to "Computer\HKEY_CLASSES_ROOT\AppUserModelId\Windows.ActionCenter.SmartOptOut".
Now you must take ownership of that key.
Then add yourself to the permission entries with full control.
Once you own it and you have permission you can change the data of "ShowInSettings" from 0 to 1 (Decimal)
After that you will be able to turn them off in the windows settings.
