It's taking too long to even get to the log-in screen.

It should get there eventually. Be patient.
Of course, if it takes like 30 minutes, then you may have other problems. Try starting in safe mode.

From the sign-in screen:

1. Restart your computer.
2. At the sign-in screen, hold the Shift Key down while you select Power > Restart.
3. After the computer restarts to the Choose an Option screen, select Troubleshoot > Advanced options > Startup Settings > Restart.
4. After the computer restarts, a list of options should appear. Select 4 or F4 to start your personal computer in Safe Mode.

It won't hurt but I doubt it will help. The computer is slow loading from the push of the power button to the log-in screen. That would be when the BIOS is setting things up to run Windows.

It's not going to speed up a slow HDD.. It's a very low end PC and you can't make it go faster.. other than tossing it off of a cliff. A new SSD would run around 60 bucks and that would help out a lot.. toss on more RAM and now it's going to be faster.

But,, it's not mine so it's up to the OP to decide on what he wants to do.

I totally agree! An SSD and more memory would help. After I installed a few programs, I was surprised at how slow my old Acer Spin laptop was to boot to the desktop. It was a 6th gen i7 and had 12Gbs of memory. Replacing the HDD with an SSD made a world of difference.
