This is a website shortcut and not an installed app. It was odd, though, that when I right clicked on the icon in the Start menu and chose Uninstall

What browser? If it's chrome you could have possibly created a pain old shortcut or chrome has some way of installing it as an app. Right click and choose properties to see which it is. If it's a plain shortcut just drag it over to good old Dusty.

It's probably bloatware then, just uninstall it.

I found this thread while I was also trying to find the answer to getting rid of the Adobe Offers thing. I discovered the solution by accident while trying to figure out how to install it.

If you right-click on Adobe Offers in the start menu and click the button that says Open file location, it will take you to the location in your file app. Just delete the shortcut like you would delete a regular file.

If you just want to go straight to the file location in your file app, the address is C:\ProgramData\Microsoft\Windows\Start Menu\Programs . Delete the shortcut there in the normal manner.
