In my image one .ico is large yet looks small. The other is small but shows as being larger. The files are located as shown.TM.webp

The presented thumbnails can be different from the real image size!
Often an .ico file consists of more than one image (in different sizes) and just one of them is used as thumbnail.

Hi Kees, if I drag the Ccleaner .ico to the Desktop it shows as the size when I created it a long ago and have copies in HDD'S.
Trying to replace the small one from my HDD makes no difference.

That will be because the ico file is the same, but the application where you use it is using a different size from the total of sizes availabled in the file. You might zip the icon file and attach it here, so that someone, who has a modern image editor, could have a look of what sizes icons the file is composed of.

Often a file that says 128x128 has 64x64 and 32x32 as well in it.

When I find it.
I save graphics as .ICO files all the time for use as customized folder/file icons. Typically, the files I use are significantly higher resolution than the actual icon that is attached to a file/folder.

Here's a sample from my ICON folder. There are icons from 16 x 16 to 240 x 240 there. There are all resized correctly by Windows when you use them.

Anyway, how did you get that icon of CCleaner? And for what are you using it?
Because normally, icons of programs are integrated into executable files, where they can be extracted by certain apps like IconExtract. Or by using Resource Hacker. And some sites offer (free) icons.

Because I don't use CCleaner anymore, but still had the installation file, I just installed (an older version) of CCleaner on my VirtualBox testsystem and extracted some icons from that app. When I open one of them in my photo editing app, this is visible:

So you see: icon files can have more then one size in them, but they can have only one size as well.
Some of the extracted icons indeed have only one size in its .ico file.

When I show that folder as 'big icons' (translated from 'grote pictogrammen'), this is the folder view:

Windows seems to only scale icons for the middle size (48x48) of any smaller size.

Download and use a program like Irfanview that can view .ico files and analyse/display specs of the file (dimensions, size, etc)

That might give you a better understanding of the structure of image files. Irfanview can also resize an image file to your requirements/specifications
