Please define exactly what you mean by opening a file in a command prompt. Files open in the application they are associated with.

File Explorer is a Windows tool and the Command Window is a DOS environment and I would not expect to be able to launch a file from FE that would open in a DOS Command window.
Command prompt window is for running command strings and not for running apps. As Denis said "Files open in the application they are associated with."

If you mean to open a command prompt from the file explorer location, just type in cmd at the address bar.
It will open that command prompt at the directory location.
