Yes. If you remove appraiserres.dll, which governs the logic of why your PC isn't eligible for install or upgrade.

My computer is compatible with Windows 11.
I just searched my C:\ drive for appraiserres.dll ...not there.

My question is not about "installing" Windows 11, but running an In-Place upgrade on unsupported hardware that is already running Windows 11.

Personally, I prefer a clean install... mainly because I run a Windows Deployment Server in-house... ;-)

All in-place upgrades consult appraiserres.dll. Most people have this misinformed notion appraiserres.dll is only there to thwart non-TPM machines but it has a deeper and older purpose -- to check if you're running published software which is known to be incompatible with certain Windows releases. It's a fail-safe check.

Setup.exe (and lower-case setup.exe) doesn't keep much internal code to disqualify your target PC. All that is abstracted to the DLL. If you look at the list of included files for the Aug 2023 CU, they're always pushing a new appraiserres.dll

appraiser.dll &appraiserres.dll is on the ISO's sources folder.

I have a laptop that is unsupported (Intel Gen6 CPU) that has had 11 installed on it for some time. (It fulfils every other 11 hardware requirement.)

I have run "upgrade" (and downgrade) installs from ISO a number of times on it. The ISOs have been unmodified. (From uupdump.net.) The only consequence has been that the test message on the desktop that it's unsupported hardware appears every time. Easily turned off by Registry key.

A sample of one. Your mileage may vary.

Yes. That would be not any problem. Just start Windows and mount the ISO; (Don't boot from it) Issue setup.exe /server. As you didn't boot from that ISO it knows that it must perform an In-Place-Installment and will only replace the Windows engine. When installed you can use the normal Windows upgrade feature to bring the whole installation to the latest build.

Note; the /server switch don't install a server version of Windows 11. I's a way to fool Windows that it's thinking it is getting installed on Server hardware and by that way bypassing all requirements like CPU and TPM. I's also possible to write the ISO to an empty USB device using Rufus. Before writing to the USB device you can bypass some requirements. After Rufus is done writing; go to the USB device and start with setup.exe

If you have a working copy of Win11 already installed, why do you need to "upgrade" it?

This isn't accomplished by Windows Update? I started out at 23H2, and I'm now at 25H2, and I didn't have to do any in place upgrades.
