As a matter of having the right tools should I create and keep aside both of these or just one of them?

I would recommend both since flash drives are cheap. You should have a system image backup program such as Macrium Reflect. It will need its own recovery drive in order to restore the backup image in the event of internal drive failure. I suggest also keeping a standard Windows installation USB flash drive as well in case everything goes bad. There is a way to combine the two into one drive if you really want to.
