Intel service won't start

Windows 11
Every time I start Windows 11, the following error appears in the Event Viewer, in the System section: "A timeout was reached (30000 milliseconds) while waiting for the Intel(R) Platform License Manager Service service to connect."

If I try to start the service manually from services.msc, I get this error message instantly (it doesn't take a few seconds, it appears practically instantly).

Screenshot 2026-03-07 164218.webp

It's not something that worries me too much, but I'd like to be able to fix it. I'm also adding log V2: FRANCISCO-PC-(2026-03-07_16-38-26).zip

Thanks!

Check for new Windows Updates, then also in the Windows Updates section go to Advanced Options > Optional Updates > Driver Updates. See if there are any Intel driver updates and install them.

Additionally, if this is a Dell or HP, open the Dell Support Assist app or HP Support Assistant app (respectively) and check for hardware updates.

No luck with driver updates and you still get the message? I wouldn't worry about it and would go into Services and disable the service.

I use this laptop mainly from my recliner. It's purpose is scheduling computer and TV services, closing TV work orders, remote customer support, research and recreation.

Printers in the office room on my main floor were both acquired from business customers who upgraded equipment, had me handle the upgrade and then haul away the replaced hardware. I have not purchased a printer for myself in 15 years.

Main: HP LaserJet P3010 (black & white, hardwired, networked)
Aux: HP Color LaserJet MFP M281fdw (color laser, fax, hardwired, networked)

Internet in my house is routed through a TP-Link AC3200 with radios disabled. Wireless access points are two (2) strategically-located UniFi UAP-AC-PRO ceiling units which cover my whole house including basement and front/back yards. Netgear gigabit switches and CAT6 cabling are used for wired purposes.

This computer was acquired from a customer who cleaned out her office. I upgraded it and now use it in my downstairs computer-repair office.

My home office printer is an old HP LaserJet 3015. I acquired this after a customer passed away and his wife sold their house and downsized. She gave me all his equipment. I still help her with her tech issues.
@sgayres I have a off topic question. Is Dr. Boris Balinkoff your favorite guest character on Gilligan's Island or do you just like the avatar?

If you want help that doesn’t involve members guessing, add the computer to your Specs or list it when you ask for help. Yes, it can make a huge difference. It really is a no-brainer.

I had pending optional Intel driver updates, which I installed, but that didn't solve the problem.

It's not a pre-built computer; it's a custom-built desktop.

Thanks.

An Intel troubleshooting page indicates that the License Manager is not requied for "single-use licenses". Try disabling the service to see if there are any negative effects. My guess is that this is something that you don't need.
The Intel® Software License Manager is required to manage Intel® Software Development Products floating licenses in a development environment. The license manager is NOT required for single-user licenses.

Lol it happens to me too. I just solve the problem by use Driver Store Explorer to delete. I just realise this service is for ICLS that we don't use this anymore. So, I have tried delete by Driver Store Explorer to delete Intel Platform License Manager Service (ICLS Client version V*.**). It will remove without any error in my events viewer, Hope it help you

The Samsung NVMe PM9C1a 1024GB SSD does not use a Phison NAND controller. Instead, it uses Samsung's in-house developed Piccolo (S4LY022) 6-Core 4 Channel Controller. The PM9C1a utilizes a controller built using Samsung's 5-nanometer process and seventh-generation V-NAND technology. 🤔
