Is it normal for steam to start itself up by itself?

I was shutting down my pc when I saw that steam was running, but I didn't even open it

Steam Settings > Interface
See if autostart is on.

Steam > Settings > Interface > Run Steam when my computer starts > Off (toggle to the left).

If it is running in the system tray bottom right.
Right click icon > Exit.

It is the same principle for all other popular game clients. You must configure all their settings.

Didn't even open what exactly? Aside from the autostart setting mentioned above, when you start a Steam game by using its desktop shortcut, it also starts Steam client itself. So, did you start any Steam games?

For anyone who wants to change the AutoStart with Windows setting in the Steam app.

1. Open the Steam app
2. Click the Steam menu
3. Click Settings
4. Click Interface on the left sidebar
5. Look for the "Run Steam when my computer starts." option.
