Natively in Windows no I don't believe so, but programmatically yes. It will also depend on the file types searches since some will need APIs available to read the content

Ultrasearch
Agent Ransack
(both freeware)

Both contain option to search for file content

As I told you in your other post , in both 10 and 11 file explorer search does accept boolean searching, operators AND, OR, NOT, as well as quotations around a phrase. Results will show from both the file name as well as file contents. I use it all the time. There is no need for a third party app.

Nobody seems to have mentioned Everything which can be used to search file content although, being a non-indexed function, it is slow in comparison to indexed searches (see the site FAQ), but as glasskuter says, it isn't really necessary to use any third-party option, unless they offer significant improvements over file explorer's built-in search features.
