Does the fact that the message "Install the latest PowerShell for new features and improvements! Installing PowerShell on Windows - PowerShell" appears in the default version mean that the "new" version is endorsed by Microsoft?
What differences or improvements does this "new" version offer?

There is a lot of improvements and bug fixes, plus a ton of new features. (too many to list here) It is also unified with the latest .NET standard. It is the version MS keeps developing. It also works on Linux, which the older version does not.

But, if you don't use PowerShell a lot or only for Windows features, then the default built in version will work just fine.
