KB5007651 won't install. Windows Security Service won't start.

Having a weird issue with my machine and am hoping someone here might be able to assist. I have Windows 11 Pro but am having issues with opening the Security Center to get access to Windows Security Center GUI (it runs fine from Command line).

Looking into my services, I see that Windows Security Service is not started. It's my understanding that that's part of the stack the GUI center uses, so I imagine this is likely related but there's no errors when running the service manually. It just runs and immediately stops.

Additionally every time I run Windows update, KB5007651 redownloads and never shows successfully installed on my machine. I'm not sure if that's related, but thought I should mention it.

So far at the recommendation of people on the microsoft forums, I have run an SFC and DISM repair, run the Windows Update troubleshooter, installed KB5007651 manually, and even done a repair install of Windows 11 all without fixing it. None of these have fixed the problem.

I have also done an offline defender scan, a scan with malwarebytes, and an offline scan with the tools from hirens boot cd to rule out rootkits or other malware that could be intentionally breaking Windows Defender.

At a bit of a loss here, so if anyone from the community could offer some assistance it would be greatly appreciated!

I have already done that in the past week, both through windows update, as well as manually with a Windows 11 install usb. In both cases, the issue was not resolved.

Did it again this morning through Windows update the way you suggested, but still in the same state.

I looked at my Updates and that section only goes back to early May, doesn't show it. Looking in the Windows Update Catalog shows the KB in question is older. If I had the problem I'd go with what FreeBooter said.

Thanks @Berton , confirming again that I've done those steps and am still unable to load the Security Center. It just hangs on the splash screen when trying to open even after the repair install of Windows.

You could try deleting the register key's if any excist:
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender
Then reboot, and see if it loads ok

Different user accounts see the same issue.

Did a reset of the app. No success restoring it.

Also tried re-registering the app in powershell, did not help. Same results.

Opening the app results in a window opening, yes. It is a blank window with the blue shield logo (splash screen) present. It hangs on that screen for several minutes before automatically closing.

Mentioned in my OP that I already ran these commands, but to be safe I ran each of those commands in the order you shared and rebooted.

The operation completed successfully.
Windows Resource Protection did not find any integrity violations.
Both Register Servers succeeded
Registering the packages resulted in a few red packages, but the re-registration completed without issue.

After the reboot issue is still present and security center won't open.

Okay, try the registry key and reboot your system to see the problem fix.

Applied the registry fix you supplied, and it did something but didn't resolve the issue. I've gone from it hanging on the splash screen and then dying, to just a black screen. It's run on that black screen for the past hour now without closing. So that's an... improvement... I guess...?

Really appreciate the help and support. Any other ideas on things to try?

Thanks glasskuter. This is different from a repair install in that it's a fresh install of windows right, as in lose all registry and installed application references?

Was trying to find a fix that doesn't involve an entire fresh install of Windows since I have quite a few legacy applications that I no longer have install mediums for. Have been starting the process of backing all of the registry keys and install references manually to move over by hand but it's a very large job, hence the hopes I could repair the current install.

Do you happen to know of any tools or methods to easily back up some of this in bulk in a way that's easy to grab out and stick back in on the new install?

Appreciate the suggestion, I probably will move forward with this, but it'll probably be a few weeks of backing stuff up in the evenings after work before I can action this. When I do will try to remember to report back to give this thread some closure.

sorry @sniperfox47 You can stop wasting your time trying to copy application files and registry entries. Applications can not be installed that way.
I'm not sure what you mean. You literally can for any Win32 app. Some are harder than others, but none are that difficult if you have the files and registries to copy from another system. It's time consuming, but not difficult...

The typical installer file on Windows does a handful of things, all of which can be done by hand:
  • Extract and copy files to various directories
  • Sets file permissions
  • Registers Services
  • Insert values into various system databases, most commonly the registry store
  • Register system components
  • Run other installers for dependencies (i.e. redistributables)
If you don't care about the ability to uninstall the package some of this isn't even needed.
