I only found one on-line entry for the error code on line, and did not really understand it. Eventually Windows Update changed to "Retry," which started a search for updates; when that completed, it showed that the KB had been installed. What was this about?

Use Windows Update Troubleshooter.

  • Right-click on Start button and pick Settings
  • Go to System > Troubleshoot
  • Click on Other Troubleshooters > Windows Update and click Run button.

Download Windows updates manually.

  • Go to the official Microsoft update catalog;
  • Enter a specific update code, for example, KB4481031
  • Select the correct version and click Download
  • Click on the link and Windows will update your computer

Resetting the Windows Update components can usually solve these types of issues.

What was this about?
To be honest, that error code is quite generic and is often not why Windows Update actually failed - if you're interested, then take a look through your CBS logs which should be available in the following directory:

Rich (BB code):
%systemroot%\Logs\CBS

They'll indicate why the failure occurred. However, since the update has now been successfully applied, I assume that it was a only minor issue like a missing/corrupted registry key or a corrupted payload file.
