Reminders for Windows Insiders in the Canary Channel​

  • These builds can be unstable and may be released with limited documentation. Join Windows Insider – Get early access to Windows 11 features & updates
  • Many features in the Canary Channel are rolled out using Control Feature Rollout technology, starting with a subset of Insiders and ramping up over time as we monitor feedback to see how they land before pushing them out to everyone in this channel.
  • The desktop watermark shown at the lower right corner of the desktop is normal for Windows Insider pre-release builds.
  • Some features may show up in the Dev and Beta Channels first before showing up in the Canary Channel.
  • Some features in active development we preview with Windows Insiders may not be fully localized and localization will happen over time as features are finalized. As you see issues with localization in your language, please report those issues to us via Feedback Hub.
  • To get off the Canary Channel, a clean install of Windows 11 will be required. As a reminder – Insiders can’t switch to a channel that is receiving builds with lower build numbers without doing a clean installation of Windows 11 due to technical setup requirements.

This problem with Booting WinRE on DELL XPS 8930 and DELL XPS 8940 is still unresolved.

Fails to boot in WinRE. Error code. 0xc0000428 The digital signature for this file could not be verified.

This issue is a Secure Boot signing regression affecting multiple recent Canary builds.

Summary:
- Builds 28020.x: WinRE fails to boot on Dell XPS 8930/8940 and Lenovo systems with error 0xc0000428.
- Build 29531.1000: Regression has escalated — the MAIN OS bootloader now fails Secure Boot validation on the same OEM systems. The OS cannot boot at all.

Technical details:
- WinRE and OS bootloaders in these builds are signed with Microsoft Development PCA 2014.
- Dell and Lenovo firmware do NOT trust Dev PCA 2014 signatures.
- These builds also do NOT include a Production PCA 2011–signed catalog for fallback.
- Result: Secure Boot cannot establish a valid trust chain → 0xc0000428.

Repro:
1. Install build 28020.x or 29531.1000 on Dell XPS 8930/8940 or Lenovo systems.
2. Attempt to boot WinRE (28020.x) or the main OS (29531.1000).
3. Secure Boot halts with 0xc0000428 (digital signature cannot be verified).

Expected:
- Bootloaders should be signed with Production PCA 2011 OR include a Production-signed catalog.

Actual:
- Bootloaders are Dev PCA 2014–signed with no Production catalog, causing Secure Boot rejection on OEM firmware that enforces strict trust policies.

Impact:
- 28020.x: WinRE, USB recovery, and WinPE fail.
- 29531.1000: Main OS fails to boot at all on affected OEM hardware.
- No recovery path works under Secure Boot.

This appears to be a signing pipeline regression. Please route to the Secure Boot / Boot Manager / WinRE packaging teams.
