Well, that was a bit more work than I had anticipated, and required some debugging worthy of Windows!
The cold tap's washer was well past its 'best before' date. It's a wonder that it worked at all.....

...but the hot water tap was the 'killer'. The washer looked OK but I replaced it anyway. But when I turned the water back on at the mains I got nothing out of the hot tap however much I opened it!
Now my hot water system is gravity fed from a tank in the loft, one I had just drained to do the work and now refilled! Rather than empty it all again (and throw gallons more good water down the drain) I tried to work on it with the water still flowing. Fortunately the pressure from the head of water made that practical, I could easily divert the flow down the kitchen sink. (That wouldn't have worked for the cold tap, that was at mains pressure.)
The 'debugging' was working out why on earth the hot tap could suddenly no longer open enough to let the hot water through. Turns out that the part of the valve that pushed the washer onto the seat (yellow) was screwed onto the shaft (green) with an anti-clockwise thread. Seems that in all my efforts to turn off the hot tap these past months I had partially unscrewed it. The new washer now could never be lifted off the valve seat enough to let the water pass! Screwed it back on firmly and now all is working properly again.

Wow. That sounds like a lot of work.
I can't say that I have ever experienced the situation myself. I suppose I have been fortunate, or just maybe never encountered that brand of stem.
At any rate, I am glad you found the issue, and was able to get it resolved.
