You won't see it unless you enable "Allow Firefox to improve features, performance, and stability between updates" in the privacy settings. Then you can log into the mozilla account.

I checked the Firefox settings and it seems to be enabled by default. I never really change settings in Firefox as I don't use it that much at times. I use the Firefox account to sync bookmarks, etc. among the computers.

Same here. I had all of the data collection disabled and didn't see any trace of the free "VPN", so I figured they wanted some telemetry for the new feature (like Microsoft does). It only requires that enabled, all the rest can be disabled.

For those wondering, the layer compositor bug is fixed in 149.0.2, as promised in last bugfix. It's not in the notes, but I could test enabling the compositor back, and Youtube playback is normal, no more window flashes when restoring minimized playback.
