The ISO tool can be used to check if Samsung Magician is reporting the firmware version incorrectly, which might still be happening regardless of whether you have VMD. In UEFI settings, for reasons that should be completely obvious, temporarily disabling VMD only is possible if you have VMD and VMD is set to enabled. A fair number of systems require VMD to be enabled to be able too boot in Windows, but the ISO tool is based on Linux and it's possible to boot in that one with or without VMD. Only if VMD is enabled, neither Samsung Magician nor the ISO tool can update the firmware of the Samsung NVMe SSDs. Whereas if VMD either is disabled (be it temporarily disabled or disabled on a more permanent basis) or is not present, you might be able to use the ISO tool to update the firmware in the possible event that, no matter what you try to do with Samsung Magician, Samsung Magician won't let you.
As an aside, I have the 2TB 980 PRO (purchased new & unused at 229 Euros inc free shipping on Cyber Monday in 2021). I had to update its firmware only one time, which went perfectly smooth on the first try with Samsung Magician.
