I can't understand why Scott's key doesn't work on a newer version of WinRAR.

In the program folder, which is C:\Program Files\WinRAR.
I currently use WinRAR 7.13 (64-bit). They're all 64-bit now. That's why I'm thinking for users moving from an old 32-bit version to a newer 64-bit version may not have rarreg.key in the right location. It's just a guess.

The problem with the %AppData%\WinRAR folder is that it would only be registered to one user on a multi-user computer.

As far as I know when first installing WinRAR, either 32-bit or 64-bit, it creates a trial rarreg.key file which is then replaced by the registered version. Probably the OP copied the trial key by mistake instead of the registered key. The registered works in every single version since 3.xx I have tried it. Also the same key works both in 32-bit and 64-bit WinRAR, doesn't make any difference, as long as you copy it to the same folder, that is C:\Program Files\WinRAR for 32-bit system or 64-bit system, or in C:\Program Files (x86)\WinRAR if you use the 32-bit version in 64-bit Windows. If you do a fresh installation of WinRAR, it will ask you for confirmation to replace the trial key with the registered (if you copy-paste the file), reply yes to register WinRAR.
