On my last computer, windows 8.1, there was a place there where you could write letters or anything else And it did not cost anything. is there any such thing Here on Windows 11?

There is notepad but that is not conducive for letter writing. Are you referring to an app that will create a word document which is what one normally uses to write a letter.?
There are several really good free office suite of apps that are compatible with Microsoft Office files. Just search the web and select the official site to download the official application.
