No. the Insider preview version is more relaxed on system requirements so it will be no TPM and CPU restrictions.

[edit]
Windows 11 is available (for now) on Dev Insider. So you can see more bugs and problems in the Insider version than the stable one. Not recommending as primary OS. You can use an virtual machine, dual boot, or just wait for the stable release.

If you have an another PC that can run W11 and it is your primary, so you can not upgrade your PC, you can see some workarounds here:

Welcome to 11 Forum.

Windows 11 has not been released yet. The only way to download Windows 11 through windows update is to join the Insiders program. At present Insiders with processors below the minimum requirements are being allowed to install W11. There is no guarantee that once W11 is released they will be able to continue with W11 and have it supported through windows update. For example...

I enrolled the account on it in the insider program, and even though it displays the message there that the PC doesn't meet the requirements, it's downloading the Win 11 preview. ("10.0.22000.65 (co_release)" is what it shows.)

Bear in mind that the only version of W11 currently available is from the Insider Dev channel, meaning that it is in active development and will have bugs yet to be fixed. If this is your only PC then you really don't want to rely on it to work reliably. You must also be prepared to wipe it and clean install to go back to your current Windows 10 (or W11 when it's released).

If you just want to try W11 out to see how it looks then it's much safer to install it in a Virtual Machine, your W10 Pro has Hyper-V that you could use for your VM. The Dev version of W11 will install in a VM, even if the host machine does not meet the minimum specs.

fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

unsupported machine: Legacy bios, MBR, TPM 1.2, upgraded from W10 to W11 using W10/W11 hybrid install media workaround. In-place upgrade to 22H2 using ISO and a workaround. Feature Update to 23H2 by manually installing the Enablement Package.

You don't say what your motherboard is. That makes it hard to know whether there is a possible CPU upgrade that would meet the current Windows 11 requirements. For example: a motherboard for an Intel Generation 6 CPU can meet all requirements, except for the CPU. It may have no upgrade path to a Gen 8 or later CPU.

"Bree" gave you the safe and official answer about getting Win 11 now. An unsafe an unofficial answer is to download an .iso from uupdump.net. But, what the heck; there's a tutorial on that, so how bad can it be? uupdump tutorial. If you're looking for a stable, bug-free OS, do not install a developer version of Windows 11 at this time. The General Availability version is rumored to be due in October.
