See if Audit Mode CTRL+SHIFT+F3 still works. This bypasses OOBE (initial configuration) and logins with the built-in Administrator account in order to install drivers and applications. Upon restart it shows the OOBE again. Before restarting create a local account. It should find it and skip creating an account, bingo!

I just tried the same build and both SHIFT + F10 as well as oobe\bypassnro are also not working for me. Interestingly, CTRL + SHIFT + F3 to get into audit mode is also not working. I can hardly imagine that being the case in the final product so I suspect that this is just a canary thing.

While other methods may work as well, I just tried throwing one of my pre-made unattended answer files at it and that worked flawlessly both for bypassing Win 11 requirements and auto creating a local user account with no need to create an MS account. Only reason that I used this method is that:

1) It seemed like the most likely thing to work.
2) It was actually the easiest thing for me to test since I have this already pre-made.

NOTE: The answer file that I tested does NOT perform a complete unattended install. It's purpose is to only bypass Win 11 requirements and create a local account. Other than that, the setup experience is the same manual installation experience.

I just tried CTRL + SHIFT + F3 and it does not work. See my comments about this in my post from a minute ago.

Follow-up: I am committed to another project so I'll be busy with that tomorrow, but tomorrow night I'll try all the documented methods. I think that I have about 7 or 8 methods in my notes so I'll go through them all tomorrow night (unless someone beats me to this) and document what works and what does not.

I just downloaded the ISO for Windows 11 Pro 24H2 and used it to create a VM with Hyper-V.

The following still worked so I could create a local account.

Shift+F10
OOBE\BYPASSNRO

winver shows I have Version 24H2 (OS Build 26100.1742).

Yes, that still works. I have it too.

For W11 PRO and above in the OOBE setup just choose work/school and then for login in option use choose join domain. You don't need a have a domain to select that option. System then continues with a LOCAL ACCOUNT. -- Absolutely simple - no reg hacks etc etc etc. Still works on 24H2 W11 pro Canary version --only yesterday it was working !!

Please folks don't believe 99.999% of what you see on reddit or similar sites.

works fine --tried as a VM. Created the bootable device from ISO from UUPDUMP via RUFUS v4.6p just as std windows iso - didn't click any of the exclusion boxes.Tried W11 Pro and W11 IOT enterprise -- worked flawlessly on both.

I want to install without internet connection, it was pretty simple with previous Builds but could not do it with 27802.

I don't use Rufus to make the installation USB device.
I'll try your suggested method tomorrow and will see what happens.

Why bother with all that junk
surely the method I suggested is by far the easiest and has the least messing about with either rufus or registry or weird keyboard entries at install time.

Jim “in your opinion” What works for you may not work for others. In “my opinion” you have to create install media anyway so rather than use Media Creation Tool, why not use RUFUS? How is that messing about?

Create the media with RUFUS, boot to USB, click install and walk away.

I think you've misunderstood my post -- You need Rufus for example to create a bootable usb stick from the ISO (usually the best way). What I was saying is that you don't need to tick those exclusions - sometimes they don't work or there's a problem with creating the bootable usb stick.

So what I was saying is just for a new install boot the device (USB usually however you created it) and at the OOBE start up choose the workplace and domain options and that always will give a local account for W11 pro and above -- I don't know about W11 Home as I don't have it.
