They could sanction it if they wanted , all it would take is adding a disclaimer to the installer warning the user if they are installing on unsupported hardware, if anything goes sideways they cannot be held responsible , so simple.
And I would think that anyone with half a brain installing on unsupported hardware already knows this.

I am sure MS lawyers would take the extreme position as disclaimers can be challenged.
