Missing app in list of apps to disable notifications for

I have an app I can't shut up. It keeps spamming my notifications area. Turning it off is greyed out in the notifications area, and the app doesn't exist when I go to settings.

Name of the app will be helpful also have you checked app settings to turn off notification.

The name is up there in the picture, startallback.
And I already said, it doesn't show up in settings, system, notifications.

Like i said if the app not showing at Settings page then only way to disable app notification is from settings of the app provides.

Why does Windows allow apps to override this? And startallback must have deliberately programmed it this way, so they're equally to blame.
