Another way is to type control panel in Task Manager and choose the Recovery option
in Control Panel.
But, yes, if there are no other restore points within a few days of the event then, I guess
this would be the other option.

I am afraid it has now become the sole option.
I am unsure if OS Build 22631.3235 offers that choice.
I guess we'll soon find out.

Then, the other update really did a number on the OS.
You most likely need to do a reinstall of the OS as @OAT
mentioned.
Keep the Zone Alarm disabled.

It's your call but I see no reason not to start the download now though.
As I said, this process is a complete download and installation, so it could take in excess of an hour, depending on download rate & system performance.

One question if I may, how do you get to Restore app?
Plus, maybe Safe Mode could bypass the permission restriction
from the error code.

Tried that and after the ms-settings:system was started it failed with "File system error (-2147219200).

NOTE:- Going the Control Panel route, I have got to where I can choose Recovery.
If I choose that will I lose all my apps and settings?

The recovery option from Control Panel takes you to System Restore anyway and we know where we ended up.

Sadly, it looks like there is no other option now.
Maybe running an .iso installation and keeping files and settings but I doubt it.
Either way, an .iso download appears to be a must.

BTW: What happens when you run explorer.exe as a New Task?

This was my last question. Open recovery in Control Panel
and click on the second link to open restore app to see if the
option to have more restore points show up.

You know, that is the same as rstrui.exe.
It's just the long route.
Besides the OP already stated there was no other restore points.

It gave the same result as before - 2 items the original windows update and now the restore action.

I give up for tonight - Thanks for all the help ..
Perhaps someone could give me a brief overview of the way forward now, and I will start again tomorrow, hopefully fresh as a daisy.
Presumably the other options other than no 2 are of no use?

No, the recovery you mentioned was the one from Control Panel
The one that @OAT mentioned is a total re-install from scratch.
At this point, if you don't have the original disc that the OS came
on or a back up of the original then, this would be the next step.
I had to reinstall last year from the original. Didn't that long to reinstall
but, the reinstall of all the apps and tweaks took a while.
IF you have paid programs, do you have their licenses at hand?

As I posted above, it looks like there is no other option now.
Maybe running an .iso installation and keeping files and settings but I doubt it will be successful.
So an .iso installation from scratch seems the most likely outcome.
Either way, an .iso download appears to be a must.
