I cannot move my TaskBar to the top. Is this function still available, or did Mr. Microsoft decide I didn't need it?

That function is not currently available in the OS.
This might evolve as Canary had a hidden feature that you could enable with vivetool.
Sadly that functionality was flawed as widgets would still pop from the bottom.
There are 3 rd party tools and other means. None of them highly recommended.

Microsoft, in their infinite wisdom, eliminated moving the taskbar. At first, we could move it using the registry, but Microsoft quickly killed that option.

Because Skype interfered with seeing my taskbar I wanted mine on top, but nooooooo, Microsoft . . . Grrrrrrrrrrrrrrrrrrrrrrrr!

Wynona, is this the reg tweak you mentioned? It's from winaero and 2years old: How to Move Taskbar in Windows 11 (Change Taskbar Location)

Scratch that suggestion, I have winaero 1.40.0.0 and I couldn't see anything under taskbar that would move it.

I wouldn't be surprised to find out that even MS doesn't know why. If 3rd party apps can do it, I see no good reason why MS can't do it. I use StartAllBack and keep the taskbar on the top.
