Nothing wrong with having a Microsoft Account. If you do not want it then Close it. Also it will eventually close if disused see the MS T&C.
New Outlook - If free then there is an oppressive Ad line in the message list at the top same as if you access via the Webmail interface. This "feature" is in some other free Email accounts.
There are several alternatives to MS Office like OpenOffice and LibreOffice. Several alternatives to New Outlook like Thunderbird, BlueMail etc.
Online cut down versions with an MS Account, or Gmail.
Up to you to try them, it won't cost you.
