My PC does not open from Windows button

If I hit the lower left Windows button and put My PC or just PC into the search area it goes to RE-SET PC every time.
I have to goto the files list to find My PC in order to open it. I have to do this because if I plug in a USB cable or a thumb Drive it does not "see" it automatically other than to ask what to do with the device. Once selected,as in "open" it does not do so.
I have to goto MY PC and click on it to open the device / files.

Is the yellow file folder icon for File Explorer not showing on the Taskbar? By default installation it should be showing. Clicking on it opens File Explorer.
