VIVE Tool is a standalone utility that runs once without having to install it. It simply modifies some Registry values automatically based on the syntax of the command. The alternative would be to manually load Registry Editor and so the changes yourself which is more prone to error. I am not sure if you can use Winaero Tweaker to do the same tweaks in Registry via an easy to use GUI.

The video says, for example, that you can replace the Start menu with another using tools such as Start11, StartAllBack, OpenShell.
Start11 is a subscription-only tool. I don't know about the others.

I posted in this thread because I happened to have just seen that linked thread before seeing this one so I thought linking to it would be helpful.
I don't use the Start menu myself. I installed ExplorerPatcher so I could continue to use the Taskbar Toolbars that I have used for over a decade in place of Windows Start menus.
