No boot device after Windows 11 upgrade

Hi All,

I had a strange issue after performing a Windows 11 upgrade on a Dell OptiPlex 9020. I was using a Win11 ISO modified by using Rufus to bypass the TPM and CPU requirements which the 9020 is not supported for. I have used this same ISO to upgrade multiple different "unsupported" machines including an OptiPlex 7020 and all have worked without issue.

The issue occurs after the reboot following the main upgrade portion. When the 9020 restarts, it simply comes to a screen that says, "inaccessible boot device". I have run the upgrade using two different SATA SSD drives and the result was the same both times. I also started with fresh installs of Windows 10 on both drives, and those installs were flawless.

If I pull the drive and read it with a USB to SATA adapter, I can access it without issue. With the drive in the 9020, I can see the drive listed in the BIOS under the Drives option, but it is not listed on any boot options. I have tried turning off Secure Boot, switch to Legacy Boot, etc. but nothing has helped.

I also tried to boot to a Win11 ISO on a USB stick in hopes that I could repair the SSD WIn11 install but I get a message that is detects the drive was in the middle or performing an upgrade and my only option was to resume with a fresh install. So, it clearly detected the SSD drive and a pending WIn11 upgrade but can't get any further with it.

It seems that boot related files/config on the drive are corrupted or missing.

Looking for ideas or advice to anyone who had the same issue.

Hi, Jeff, welcome.

There seems to be various configurations for a Dell OptiPlex 9020, which CPU do you have? You haven’t mentioned and you haven’t filled out your computer specs properly.
Does the CPU support/have SSE4.2? If not, Windows 11 24H2 will not install no matter what you do. 23H2 will but not 24H2

You can bypass TPM2.0 with 24H2 but not a CPU without SSE4.2

A couple of possible wild guesses here without knowing more about your specific device and disk arrangement but I'd guess one of the following 2 things happened.

1. Most likely guess, you used a MBR Rufus drive to upgrade windows that wason a GPT partitioned drive OR you usd a Rufus created installation disk created as GPT on a MBR partitioned drive to do your upgrade.
Partitioning tables MUST match.The way you rate in install drive has to match your partitioning table.

2. I'll go even wilder in my guesses and say you may have more than one GPT drive connected....most likely an old drive that had another windows install on it that you used to access the old data on. Your window 10 BCD (Boot Configuration Data) may well have been written to the wrong drive in the first place. An upgrade rewrites the BCD so who knows where it wrote it. Unless one knows for a fact going into an upgrade that his BCD is written to his system drive (where it is supposed to be) an upgrade can leave you dead in the water..

Thanks, glasskuter! While wild guess #2 isn't applicable as there is definitely only 1 drive, your #1 guess seems very possible here. I just ran diskpart on the first drive I attempted for the Win11 upgrade (and subsequently pulled from the 9020 to try on a new drive), it is MBR. I will recreate a new Rufus Win11 ISO and make sure it is also MBR and retry the upgrade.

Just to follow up, Rufus defaults to GPT so clearly my original ISO was created this way. I am creating a new one using MBR

Did you try clearing the TPM before installing? The only time I've ever seen that particular problem is when I failed to do so.

But you say you can not boot into windows. You can not do an upgrade from outside of Windows, only a clean install.
I have a 9020 which I upgraded from 10 to 11 without any issues using Rufus. 10 was gpt partitioned as is 11..

We can try to rebuild the boot manager.
Boot from a Win 10 or Win 11 installation drive and at the Windows Setup screen, press Shift+F10 simultaneously to open a command line prompt and type:
diskpart
list disk (it will list all drives. Identify the main drive number)
select disk n (replace n by the main drive number obtained with list disk)
list part
list vol
Exit

With a phone take a snapshot and post it here as an attachment

@Megahertz advised me my guess was wrong so I am passing it on to anyone reading this thread.

What you mentioned on the post isn't correct
The way you boot the Win USB installation drive (UEFI or Legacy) define how you boot the WinPE (UEFI or Legacy) that will define how windows will be installed (UEFI or Legacy).
When you do a Repair Install or in place upgrade (run setup under Windows), you're already under Windows (UEFI or Legacy) so it doesn't matter if the Win USB installation drive was prepared to boot as UEFI or Legacy.
