Solved not able to access free space or assign drive letter

I am trying to access a 1TB hard drive, but disk management will not allow it to happen. I have tried to assign it a drive letter, but again no go. Disk Management screenshot attached.
Not sure if you can make out the disk management screenshot, but the problem is with disk 4. It shows up with 931.08 GB of free space, then449 healthy (recovery partition). Nothing that I have done allows me to do anything with this drive.
At one time it did house a main operating system on another computer. I tore that one down and wanted to salvage a perfectly good drive to put into a new unit thus having three hard drives in that unit. After formatting the drive, what you see in the screenshot is what I have gotten.

Extended partition is used, which can be used as a container of a number of logical partitions. The green border is representing logical partition.

I have not used Extended partition for many years there is no need for it you can delete and create MBR simple basic partition.

Between Disk 1 and Disk 4 your computer has a lot of Recovery Partitions. It should only need one. It is difficult to know which Recovery Partition belongs to the current OS. I advise to disable the power to disk 4 and see if the computer still boots. Then we can see where to go next, ...

The only change when I disable Disk 4 and the Seagate drive (which are both external drives right now) is that it no longer shows in disk management, all of the other partitions still apply. Not sure how to determine which is the Recovery Partition for the "C" Drive so I just left them there

For now you just need to know if the recovery partition on disk 4 is active or not. Try this:

1) In the Windows Search box, type CMD then right-mouse click Command Prompt from the search results, and select "Run As Administrator" from the drop down list.
2) In the "Administrator: Command Prompt" Window, type diskpart and press return.
3) Once DISKPART has started, type list disk and press return again.
4) Type select disk 4
It should say "Disk 4 is now the selected disk".
5) Type list partion
You should see a table consisting of two partions. Make note of the partition number "N" of the 449 MB sized partition.
6) Type select partition N, [where N is obtained in step (5) above]
It should say "Partition N is now the selected partition"
7) Type detail partition and press return
You should then see a short list of attributes and their values. One of the attributes is labelled "Active". Read the value of "Active" - is it Yes or No?
If it is "No" then you are safe to delete the recovery partition on disk 4. Otherwise it is best left alone.
8) Type Exit then close the CMD Window.

Thank you for refreshing my Command Prompt knowledge back to the forefront of my old brain. I actually followed the steps that you outlined and then went a little further. In the disk part, I was able to clean the drive which put it into an unallocated state. From the command prompt, I was able to initialize the drive, give it a drive letter (H), and access the drive. this has solved the problem of my initial request.
