At least not in my opinion.

This is about download speeds.

My PC goes via Ethernet to a socketA in the wall, then outside and round the house to where the phone signal enters the house. Then through the wall to a socketB and from there to the router.

At the PC I get 9 mbps download speed (faster upload). If I disconnect the cable from the router at socket B and connect it to a laptop I get 35mbps.

A month ago I consistently got 41mbps on my PC for 2 weeks then it dropped to 9 mbps.

What could be the explanation?

Contact your ISP first and see if the issue is on their side.

If it's all good quality cable without any degradation there shouldn't be that much of a drop off, from your OP it would obviously point to socket B having a problem, moisture maybe over time causing a poor connection to a point where it is now. Pure guess work mind you, it could be a number of things, shielding, rodents etc

How would you get it all the way across a house otherwise?
Um...by not putting it outside? I run an ethernet cable from one end of my house to the other, Its routed into my skirting boards on my laminate flooring, Other way to do it is to run it up high. I really dont understand why its outside in the first place and im not entirely sure whether to take that response seriously xD
Not to mention the cable running it inside is shorter.

Outside it's exposed to all sorts of environmental factors, sunlight is a killer for one, moisture ingress another. Did Openreach do that as you said you with BT?

I am so so surprised if they done that. However it is BT so who knows what they really done. But yeah outside cables for normal use is just weird. If it is outside and has been "over the years" I'd seriously be looking at the state of the cable and get it inside

A couple of ideas:

1) Obtain a temporary Ethernet cable. Fortunately, even very long cables are dirt cheap. Just temporarily as a test, disconnect the existing cable that runs outside and run the temporary cable from the SAME computer to your router. Just drop the cable on the floor. You're only doing this for a few minutes. Is it faster? If so, there is some sort of problem with the cable running outside. If not, the problem is elsewhere.

2) Can you say WiFi? At that slow a speed, I would expect that you might get faster access via a WiFi connection. If your router does not have WiFi, then admittedly this would be a more expensive resolution.

BT do also offer a minimum speed guarantee, if they installed it then complain to them.

Go for top quality cables and the least number of sockets you can. Every socket and every plug will give a certain amount of loss. Long runs of cable can also be lossy. I would change socket B as well

I often have to remind myself that many houses in the world lack the full basements that are common in the Northern US.

I don't have any long Ethernet runs. (All devices not near the router use WiFi.)

A few years ago, I had a problem with my cable TV. I was suprised that it was due to degradation of an indoor coaxial cable. I don't know whether it was RG6 or RG59. Comcast, my cable provider, replaced it free of charge. It wasn't difficult for the installer, because I have a basement.

I live in Scotland, it's very common to not have basements in the uk albeit some do for sure. Id love basements to be more common here xD.

I often have to remind myself that many houses in the world lack the full basements that are common in the Northern US.

I don't have any long Ethernet runs. (All devices not near the router use WiFi.)

A few years ago, I had a problem with my cable TV. I was suprised that it was due to degradation of an indoor coaxial cable. I don't know whether it was RG6 or RG59. Comcast, my cable provider, replaced it free of charge. It wasn't difficult for the installer, because I have a basement.
Mine comes into the house and runs up though the loft (attic) to the various points, it's a 5 bed bungalow also with BT and get very very minor loss at the end of the run, also make use of their mesh WIFI
